ITIN for Stripe, Shopify & PayPal: What Non-Residents Need to Know (2025–2026)

Non-residents using Stripe, Shopify Payments, or PayPal face tax ID requirements that can freeze accounts or trigger withholding. Here's exactly what each platform needs and why.

Account frozen. Payout withheld. "Please provide a valid U.S. Tax Identification Number."

This is how most non-residents discover they need a U.S. tax ID — after the platform has already blocked something. The better approach is to understand what each platform requires before you hit the friction, not during it.

Here's what Stripe, Shopify Payments, and PayPal actually need from non-U.S. users, and how an ITIN fits into each.

Why These Platforms Ask for a Tax ID at All

U.S. tax law requires payment processors to report payments to the IRS and, in some cases, to withhold taxes on accounts without valid tax documentation. The backup withholding rate is 24% of payments — a significant cut out of your business revenue.

To avoid withholding and keep accounts in good standing, platforms require one of:

  • SSN — for U.S. citizens and residents
  • ITIN — for non-resident individuals
  • EIN — for business entities (including foreign-owned U.S. LLCs)

The right answer depends on how you're structured.

Stripe

Most non-residents use Stripe through a U.S. LLC. In that setup:

  • The LLC's EIN is what goes on the Stripe account
  • Stripe doesn't typically require the owner's personal ITIN for the Stripe account itself
  • But the owner still needs an ITIN to file Form 1040-NR and to comply with any personal U.S. tax obligations

If you're operating as an individual without a U.S. LLC — a sole proprietor with a personal Stripe account — Stripe may eventually ask for a personal TIN. In that case, an ITIN is the appropriate answer for non-residents.

The practical path for most non-residents: Form a U.S. LLC, get the EIN, use the EIN for Stripe. Apply for the ITIN when you set up for your first tax filing season.

Shopify Payments

Shopify Payments is stricter than most platforms on this point. To use Shopify Payments in the United States, the individual signer on the account must provide:

  • All 9 digits of their SSN or ITIN
  • A U.S. LLC entity
  • A U.S. bank account

The key detail: Shopify asks for the individual's TIN, not just the LLC's EIN. Even if your LLC has an EIN, you as the account owner need to provide your ITIN separately.

This catches people off guard. They form an LLC, get an EIN, open Shopify — and then Shopify asks for their personal TIN number. Without an ITIN, they're stuck.

Shopify sometimes handles exceptions on a case-by-case basis, but this can't be relied on. The reliable path is to have an ITIN before you need it for Shopify verification.

PayPal

PayPal's tax requirements vary by account type:

Personal account (non-U.S. user): For non-residents, PayPal typically accepts a Form W-8BEN to certify foreign status — you're confirming you're a non-U.S. person and therefore not subject to U.S. backup withholding. If your country has a tax treaty with the U.S., you can note the treaty on W-8BEN to claim any applicable reduced rate.

An ITIN isn't always required for a personal PayPal account — the W-8BEN may resolve the tax ID question. However, if PayPal's system specifically asks for a U.S. TIN and W-8BEN isn't accepted through their interface, an ITIN clears the requirement cleanly.

Business account (U.S. LLC): The EIN handles this. PayPal Business accepts EINs for entities, and an EIN is sufficient for standard business account operation.

1099-K threshold: Starting with the 2024 tax year, PayPal must issue a 1099-K to accounts receiving more than $5,000 for goods and services annually. If you receive a 1099-K as a non-resident and need to respond to the IRS, an ITIN is required to file.

How It All Connects: A Quick Reference

Your SituationWhat the Platform NeedsWhat You Need
Non-resident individual (no U.S. LLC)ITIN or SSNITIN
U.S. LLC owner — for the LLC's StripeEINEIN
U.S. LLC owner — personal Shopify signerITIN or SSN (personal)ITIN
U.S. LLC owner — personal tax returnITINITIN
PayPal personal (non-U.S.)W-8BEN (may be enough)ITIN if W-8BEN not accepted
PayPal Business (U.S. LLC)EINEIN

The pattern: EIN for the LLC itself, ITIN for you personally. In many cases you'll end up needing both.

What Happens If Your Account Gets Frozen

If a platform has already frozen or flagged your account pending tax verification, here's the practical response:

  1. Contact support immediately — let them know you're in the process of applying for an ITIN
  2. Provide documentation that your application is in progress — your CAA can provide a confirmation letter
  3. Apply as soon as possible — ITIN processing takes 7 weeks outside tax season, 9–11 weeks January–April

You cannot provide an ITIN number you haven't received yet, but most platforms will extend grace periods when you can show active progress. The important thing is not to let the frozen status sit unaddressed.

Frequently Asked Questions

Stripe rejected my account because I don't have an SSN. What now?

Form a U.S. LLC and use the EIN for the Stripe account. Non-residents can get an EIN via Form SS-4 (fax) without an SSN or ITIN. Apply for your ITIN simultaneously for future personal tax filing needs.

Can I use my ITIN on Form W-8BEN?

Yes. Your ITIN is your U.S. TIN for treaty claims. Including it on W-8BEN makes the treaty claim stronger and ensures it's properly processed by the IRS.

My PayPal is asking for my SSN and W-8BEN isn't working in the interface. What do I do?

PayPal's interface sometimes routes non-residents incorrectly. If you can't complete the W-8BEN flow, contact PayPal support to escalate. If you have an ITIN, it can be entered as the U.S. TIN on the form. If you don't have one yet, contact support explaining your situation while your ITIN application is in progress.

How long does it take to get an ITIN?

7 weeks standard, 9–11 weeks during tax season (January 15 – April 30). The timeline is from when the IRS receives your application, not when you mail it.

Is the ITIN service fee tax-deductible?

Generally yes, as a business expense if the ITIN is obtained for business purposes. Confirm with a tax professional for your specific situation.
